Wiill this Demco base plate for a 2020 Rubicon JL w/winch on a steel 3-piece bumper fit?

Since your front metal 3-piece bumper is factory installed you should have no trouble with the Demco # DM9519339 Base Plate Kit. Just to double-check, make sure you have no obstruction by the bumper or winch in the area under the bumper that is shown on the attached picture.
