Yes, the RockyMounts MonoRail, part # RKY10004, will work with a bike with caliper brakes.
You'll need to latch the hook as close to the frame as possible. So, with caliper brakes, that means latching the hook just in front of it. This isn't directly against the frame as is the most desired place, but it's still close enough to keep everything secure.
I've linked to a video review of this rack below. You will see in this video that the bike used has caliper brakes, so you can see just where to place the hook.
