Question:
The shackle goes up into the frame. The shackles are 3.5 inches. The equalizer measure 7.75 inches. The axle measures 33 inches apart. Can I use part #K71-359-00 on this trailer.

I have a solution for you, but the Dexter # K71-359-00 is not going to be a fit since the equalizer is only 5-3/4" wide. You could use the Suspension Kit for Tandem-Axle Trailers - 1-3/4" Wide Double Eye Springs - 3-1/8" Links # e99ZR, which has the correct size equalizer but does not come with wet bolts and the shackle are also slightly shorter than your 3-1/2" shackles; the shackle length won't be an issue since shackles can stretch over time but if you wanted a wet bolt kit it would not provide that. You could use this kit and swap out the bolts with the Wet Equalizer Bolt with Locknut and Grease Zerk for Double-Eye Springs - 3-5/16" Long # 126B2.
If you just wanted to piece everything together you can use the # 126B2 for the wet bolts. There is not a heavy duty shackle that is 3-1/2" long but you can use the Shackle Strap - 3-1/2" Long # TRSL350 which are a comparable solution, just not as thick as the heavy duty Dexter shackles. To complete the kit you'll need an equalizer that is 7-3/4" from the center of one side eye bolt hole to the other; for that you can use the Curved Equalizer for 1-3/4" Wide Double-Eye Springs - 7-3/4" Long - 3/4" Center Hole # TREQE34. Using these parts together would get you everything in the Dexter kit you were looking at.
