For your 2005 Jayco Jay Feather 23B Camper I would use the Curt Adjustable Width Trailer Hitch Receiver for RVs, 22" to 72" Wide # 13703. This is a universal trailer hitch receiver that can fit frame widths from 22" up to 72". This has a lot of great reviews from customers using this on a Jayco Camper. It can be easily bolted onto the camper's frame or it can be professionally welded on for a permanent installation. The max tongue weight is 350lbs which you do not want to exceed. One thing to keep in mind is that Curt recommends using a stabilizing strap with any non-trailered loads; you can use # 18050 or something similar.
For a bike rack, if you do not already have one, I would look into Swagman Original - 3 Bike Rack for 2" Trailer Hitches # S64152-2. This is a hanging rack that mounts the bikes by the frame; if you plan to haul children's, women's, or full-suspension bikes then you will want to add Adapter Bar # 64005 which will secure any bike to the Swagman bike carrier despite an oddly-shaped frame.
A much more economical option for carrying bikes on the back of your camper would be to use Swagman Around the Spare Deluxe 2 Bike Rack for RV Bumpers # S80501 if your camper has a square rear bumper that is either 4" by 4" or 4-1/2" by 4-1/2". This can hold 2 bikes by the frame, you will also need to use Adapter Bar # 64005 on this bike rack if you plan on hauling children's, women's, or full-suspension bikes. This bike carrier would not need a hitch receiver.
I have attached demonstration videos for you to check out.
