The Yakima JayLow Kayak Carrier w/ Tie-Downs # Y04073 you mentioned is compatible with cross bars that are up to 3-1/2" wide x 1-1/8" tall, and will work perfectly with Thule WingBar Evo crossbars like the # TH711220 since they are only 3-1/8" wide x 1" tall.
