It sounds like you are wanting to prevent sway and bounce on a hitch-mounted cargo carrier.

We do have something that can reduce the amount of sway on cargo carriers. It's an anti-rattle hitch pin.

If you have a hollow shank in your cargo carrier, I recommend using the Let's Go Aero Anti-Rattle Hitch Pin, part # 63232. It fits 2" receivers and even has a lock for added security. I've linked to a video review of this demonstrated on a cargo carrier so you can see how much sway and movement it reduces.

You could also use the Curt Cam Buckle Stabilizing Strap, part # 18050. It can significantly reduce sway as well. I've linked to a video review of this one, too.
