I wonder if you have both rubber pieces for the food of the uprights, for the inside and outside of the rain gutter assembly Thanks E. McGarry Attached find the longer half but can not find the shouter ones

Yakima refers to the part you're needing as a clip spacer for their 1A RainGutter Towers, part # Y00101.

The replacement plastic clip spacers aren't available individually, they are included in the # Y8810136 replacement hardware bag, so potentially you could need both the # Y8810136 parts bag as well as the # Y8810008 replacement boots. This being said-as outlined in step 10 of the linked instructions you will not need the clip spacers if the backs of the roof rack feet do NOT touch the roof when installed. So, I'd go ahead and try installing the rack without the clips to see if the backs of the feet touch the vehicle roof. If they don't touch, you won't need the clips.
