I do have a solution for you, however, there are currently no aluminum cargo carriers with an angled shank.
Curt Cargo Carrier for 2" Hitch # C18100. This aluminum carrier is very lightweight at only 29 lbs, yet has a weight capacity of 500lbs.

The carrier is straight shank, however, pairing it with the Curt Multipurpose Ball Mount 2" Receiver # D210 would allow you to raise the cargo carrier approximately 4". It would also serve a dual purpose and allow you to install a lower hitch ball.

Keep in mind that when using the Curt hitch adapter, your maximum tongue weight of your receiver hitch will be reduced by 50%. For example; if your hitch had a max tongue weight of 750lbs, you would not want to exceed 375lbs with the adapter installed.
