The Kuat Sherpa 2.0 # SH12P is a great bike rack, however there is no way to adjust the rack to fold up closer to your bumper. The only solution would be to use a different hitch that doesn't stick out as far from your vehicle frame, but the only hitch we have available for your 2018 Lexus CT 200h is the Curt Trailer Hitch Receiver # C11200. When installed, this hitch should measure about 4" from the center of the hitch pin hole to the rear-most part of your bumper.
Otherwise, you would need a different bike rack that doesn't stick out as far when folded up. The Thule DoubleTrack # TH92BJ might be a good solution if you go this route. This rack measures 14" from the hitch pin hole to the furthest part on the rack when in the folded-up configuration. You can measure your current setup to see if this would stick out any less.
