Will this fender fit as replacement fenders for a Venture VR-2450 trailer without major modifications? Thank you.

The research I have done on the Venture boat trailer fenders shows the fender not having side steps like the Fulton Single Axle Trailer Fender with Top and Side Steps - Silver Plastic - 14" Wheels - Qty 1 Item # F008594. If you are wanting to upgrade to a fender with side steps you may have to add brackets for the steps. If you are just wanting replace the factory fenders, I recommend the Fulton Single Axle Trailer Fender with Top Step - Black Plastic - 14" Wheels - Qty 1 Item # F008554 to better resemble the factory fenders.
