can a pipe be placed on end and snap this lock off???

The etrailer Trailer Hitch Receiver Lock part # e98882 is an extremely durable lock. It is designed to provide security for 2" hitch mounted accessories such as a ball mounts. In regard to security, I took a look at some of the reviews and there were no mention of the lock failing. That said, the mere presence of a lock can be enough to deter most thieves.
To answer your specific question, no, I do not think a pipe could be placed on the end to snap the lock off. This is not something we have any data on but from what I know about hitch pin locks, most are not physically broken with brute force. The best option someone has to get the pin off without the key would be drilling out the lock core.
