I am flat towing behind my RV and would like to know if # RM-077-4 will work for the # NV22G-NA22G on the top and my BlueOx below. I'm concerned that the overall length of the # NV22G-NA22G will interfere with the vehicle in tow

Do you mean, can the Swagman Original # S64152-2 3-Bike Hanging Rack be hitched in simultaneously with your Kuat NV 2.0 4-Bike Platform Rack # NV22G-NA22G if you use the Roadmaster Dual Hitch Receiver Adapter # RM-077-4?
Dual hitch receivers, like # RM-077-4, are designed for flat towing a vehicle behind an RV using the bottom receiver and have a top receiver is designed for accessories like bike racks or cargo carriers. It is not designed for two bike racks. Anyways, the bikes would not fit if, hypothetically, the two racks were loaded together.
