If your trailer already has an over-under kit like # K71-385-00 to put the leaf springs above the axle, then you simply need to remove the kit to put the axle on top of the leaf springs using the factory mounted spring seat on the axle. This will lower the trailer by the diameter of the axle as well as the height of the leaf spring stack.
If you need to further lower the trailer, then shorter spring hangers are needed. I recommend the CE Smith Front/Rear Hanger Bracket for Double-Eye Springs - Galvanized Steel - Bolt On # CE14026G. This will allow you to simply remove the old hangers and bolt on new shorter hangers.
The last option is to use a drop axle like # 8327872 or # 8327812 that will lower the trailer by 4 inches. The Timbren Heavy-Duty Axle-Less Trailer Suspension - 4" Drop Spindle - Regular Tires - 2,000 lbs # ASR2KHDS05 is another option that will replace the leaf springs and the axle allowing you to lower the trailer but you will need a 2 inch square bar cut to custom length used in the integrated holes of the assemblies. I've linked the page to all your axle options.
