on a 2019 expedition i have no 12V at the trailer plug, the fuse is in place?

If you are getting no power to the 12 volt pin on the 7-way of your 2019 Ford Expedition, and have checked to ensure the fuses are good, there are a couple of other things to take a look at.

One is simply faulty wiring, so you'll need to do the best you can to go over the wires and see if there are any that are broken, crimped, or otherwise damaged. Also check that the harness is fully plugged into the tow package plug. And finally check your 7-way connector for damage.

If you can't find the damage you can always run a new line to the battery via 10 gauge wire # 10-1-1 and circuit breaker # PK54540. Or you can replace your connector with the Curt T-Connector Vehicle Wiring Harness for Factory Tow Package # C55774 or 7- and 4-Pole Trailer Connector Socket # HM40975.
