Do you carry bolt on bicycle adapters that would work with this etrailer cargo carrier?

There are no bike racks designed for use with the etrailer Cargo Carrier you mentioned, so if you wanted to add bikes to it you would need to find a way to fabricate some supports, but instead if you just want to carry bikes I highly recommend getting a standalone RV hitch and bike rack.
For a 4" or 4-1/2" square tube RV bumper I recommend the Buyers Products RV Bumper Receiver Hitch # 337RVA24.
With this you will need an RV-approved bike rack, the Swagman Trailhead # S63381.
