Tonneau Cover and Ladder Rack Recommendation for 2015 Chevy Silverado Short Bed

I have a 2015 Silverado 1500 crew cab short bed LT Z71 that I transport kayak and bikes when I tow. I am looking for a tonneau cover and ladder rack setup that can be used together. What do you recommend?

In order to have a tonneau cover and ladder rack that work together, you'll need a tonneau cover that mounts to the inside of the bed sides, which leaves the top of the bed side free.
A roll up aluminum and vinyl cover like the Truxedo Sentry, part # TX1571801 for the 5-1/2 foot bed or # TX1572001 for the 6-1/2 foot bed would work great. This durable cover is a super-easy to use no-drill installation, you can see a product demonstration video by using the provided link.
For a ladder rack, I'd recommend the Adarac Pro Series rack, part # A4000963 for the 5-1/2 foot bed or # A24FR for the 6-1/2 foot bed. The Adarac Pro Series mounts to the top of the bed side using the stake pockets, so it'll be fully compatible with an inside-the-bedside mounting tonneau cover. Because the uprights are perpendicular to the bed side, they won't interfere with you rolling up the tonneau cover. I've also linked to a demonstration video for the Adarac ladder rack.
The Adarac crossbars are 1-1/2 inches wide, which makes them compatible with most clamp on type kayak carriers.
