I need help determining what I need to hook a tow bar to the mount already installed on vehicle.

Your picture is kind of hard to make out but between it and the fact that you're looking at parts for a 2004 Suzuki XL-7 it seems you have Roadmaster base plate kit # 1016-1. Take a look at the picture I attached as well.
Since that's a crossbar style base plate kit I recommend the Falcon All Terrain part # RM-522.
If you also need the replacement arms for your base plates you need to fill out the form that's linked on the page of part # RM-ARMS. Roadmaster makes their replacement arms specific to the kit you have so this is the only way you can order new arms.
Some other parts I recommend to flat tow your Suzuki if you don't already have them;
Wiring system # RM-15267
Braking system # SM99251 with brake lite relay # RM-88400
Safety cables to fit in the channels of the Falcon tow bar # RM-645
High-Low adapter (See link)
I've also linked some videos and articles for you. The videos are on different vehicles since the part are universal items but the process is still fairly similar.
