Question:
When testing the switch. The 12v input and 12v output are shorted and does not change when switch is moved. However the 12v led and the ground short when switched

It may be that the Universal-Design Rocker Switch part # PK34310 is bad. I've included a picture for you of where to connect the wires. The 12V LED light should be connected to an ignition power source if you want it lit when your key is on or to a light power source if you only want it to illuminate when your lights are on. If you've got it wired as the pic indicates there is a problem with the switch.
