The correct Timbren Silent Ride Suspension for a tandem axle trailer with two Dexter 7K Axles is part # TSR14K35T01 which provides a 35" axle spread (center of axle to center of axle). The 35" axle spread would be just fine for two 16" wheels/tires. The Timbren Silent Ride Suspension part # TSR10KT02 that you said you had only has a 33" axle spread. Furthermore, the rubber springs are not rated correctly for the weight capacity of the axle.
The recommended distance between two tires on a tandem axle trailer is 4".
