Can I use a weight distribution hitch rated at 1400 pounds with a trailer with toung rated at 800 pounds? Any negatives to being over rated on the hitch?

If you use a weight distribution system that's rated too high for the tongue weight of the setup you'll end up with a really rough ride quality. Best option is a weight distribution setup that has a tongue weight range that allows your loaded tongue weight to fall right into the middle of.
Since you referenced a Pro Series weight distribution component the correct rated Pro Series system would be the part # PS49583 which has a tongue weight range of 700-1,000 lbs. You should note that any cargo weight behind the rear axle of the tow vehicle gets factored in as tongue weight as well.
