Everything online says it will fit my 2004 Chevrolet Blazer. I bought one because it says this. WTF? I have no clue where the bolts mount according to the directions....

The Curt Trailer Hitch # C13900 that you referenced is a Multi-Fit option, which means that while it can indeed be installed on your Blazer according to Curt, it is going to require some modifications/drilling for proper attachment. I have attached an image below from the instructions that show how the hitch will be installed on either the standard or full-size Blazer.
It looks like you will need to at least drill a couple new holes in the frame rails to use with the brackets on the hitch.
Now we do have a selection of custom-fit hitches that are designed specifically for your 2004 Chevy Blazer that won't require any drilling. The Curt Class III # C13020 for example will line right up to existing holes for a simple bolt-on installation and a much easier process. I have attached a sample install video below along with the written instructions that you can check out.
