You may be able to use the Swagman roof mount bike rack, # S64720, with a 20 inch kids bike depending on the frame design of the bike. The isntructions, which I have linked for you, state that you need to get as close to a 90 degree angle as possible between the bike down tube and the support arm of the rack to carry the bike safely. You may not be able to achieve that with all frame types.
I recommend going with a wheel mount rack like the Yakima FrontLoader, # Y02103. This rack will accommodate 20 inch wheels. I have included links to the instructions and a video review for you. To determine compatibility on any bike rack with your vehicle, I would need to know the year, make, and model, and if it has any type of roof rack.
