We would like to tow our 2019 Rubicon, and have decided that we want the RVi brake controller, what tow bars and brackets etc. will we need to be able to do this without impeding the approach angle?

Since you've already decided on a supplemental braking system, you'll only need to add base plates, a tow bar, safety cables, lights and a high/low adapter (which will address the approach angle) to complete your flat towing setup for your 2019 Jeep JLU Rubicon with Adaptive Cruise Control. I've compiled a brief list of the parts you'll need below:

Base Plates- Demco Tabless Base Plates w/ removable arms # DM9519339 (for use with factory steel bumper) or # DM9519336 (for use with factory plastic bumper)

Tow Bar- Demco Dominator Victory Series # DM9511008 (comes with safety cables integrated)

Lights- Magnetic Tow Lights # RM-2120

You will also need to make sure that your tow setup is level, which may require a high/low adapter; I've attached a helpful article that explains how to measure for the correct adapter you'll need depending on the ride height of your Jeep compared to the RV- this will help address the approach angle you mentioned.
