It depends on the size of your carry on but if you go by the largest universally accepted carry-on luggage size for domestic flights within the U.S which is 22" x 14" x 9" you could probably fit about 8 of them in the 2018 Subaru Outback Touring 3.6 depending on how full the bags are. The GearDeck 17 # H00604 holds 17 cubic feet. One 22" x 14" x 9" bag will take up a little over a cubic foot and a half of space. If the bags were the only thing you put in the GearDeck 17, you could comfortably carry 8-10 bags in it.
The only enclosed carrier that is larger is the GearSpace 34 Enclosed Cargo Carrier for 2" Hitch part # HGK819 for dark gray or part # HGK826 for light gray. The GearSpace 34 has 34 cubic feet of carrying space so you could carry up to 21 carry-on bags comfortably.
