my muffler is on the drivers side, there are hooks hanging down one on each side is that where the hitch gets bolted to?

The Curt trailer hitch, # C13524, will bolt to existing holes in the frame of your 1997 Toyota RAV4. The frame has existing weldnuts inside the frame that the hitch hardware will bolt to. I have included a link to the installation instructions for you.
On a vehicle that has seen at least one winter or is older, you will probably have grime and corrosion build up inside the weldnuts. I have included some links that will explain how to clean them out for hitch installation.
If you plan on towing, the correct ball mount is # 3593 and you can use pin and clip # PC2. For a 1-7/8 inch ball use # 19256 and for a 2 inch use # 19258. For trailer wiring use # C55486.
