the opening is 4.5inch but the lights say 4 5/16. is the difference to accomodate the grommets?

The Peterson Trailer Tail Light part # 435800 is the correct size for this. It is overall a diameter of 4-1/4 inches and when using the included grommet it fits the hole size perfectly.
