We do indeed offer a base plate kit from Roadmaster, they've just released the # RM-523202-4 which is a confirmed fit for your 2019 Chevy Spark LT, but ONLY if its a manual transmission model.

To complete your flat towing set up, you'll need the following, a tow bar, a wiring solution, a supplemental braking system, safety cables, a brake light switch kit, and possibly a high/low adapter.

For a tow bar, you can't go wrong with the Roadmaster Falcon 2, part number # RM-520. The Falcon 2 is very easy to use, which helps make it a best seller. For lighting, go with part # RM-152-LED. This installs LED bulbs in the existing taillight housings, but allows the flat tow light wiring to remain completely independent of the towed vehicle's wiring. For safety cables, use # RM-643. For a supplemental braking system, I'd recommend the Roadmaster Invisibrake, part # RM-8700. The invisibrake is a permanent install, which means the vehicle will always be ready to go whenever you are, no fitting or adjustments each time you tow. Along with the brake, you'll also need a stop lamp switch kit, part # RM-751480. You might also need a high/low adapter. You'll want to keep the tow bar 3 inches +/- of level.
