Why Can't 13 Inch Wheels Fit Trailer Hubs Designed for 12 Inch Wheels

I currently have an idler axle in my trailer with a hub that uses the same size bearings as this hub Axis axle part number 1452423. The trailer came from the factory with 13” wheels. I would like to add brakes to the axle and use this hub/drum but the description indicates that the maximum wheel size for this hub is 12”. What would be the problem with using the 13” wheel that came with the trailer on this hub/drum?

The issue with using a 13 inch wheel on the Dexter Trailer Hub and Drum Assembly for 2,000-lb E-Z Lube Axles # 8-257-5UC3-EZ, which you correctly noted is for 8 inch to 12 inch wheels, is that hubs of that size do not have a large enough flange diameter in order to to provide the necessary side-to-side support for a larger 13 inch wheel.
Technically it may fit but it would not be recommended. The best option is to go with smaller 12 inch wheels and tires. For a 5 on 4-1/2" bolt pattern, which is what these hubs have, you could go with the Kenda Karrier S-Trail ST145/R12 Radial Tire w/ 12" Galvanized Spoke Wheel # AM31202 or Kenda Karrier S-Trail ST145/R12 Radial Tire w/ 12" White Spoke Wheel # AM31199DX, both of which will fit this hub and are size ST145/R12 with a load range of D.
This means the tires are 21.3" in diameter and 5.7" wide when inflated and have a 1,220 lb capacity. I have added links to video reviews of the tire and hub for you to check out.
