Part number states theses are for axles prior to 2009, my camper is a 2016 Heartland Mallard m32. This part number came up. Is this correct?

The Electric Trailer Brake Assembly - Self-Adjusting - 10" - Right Hand - 3,500 lbs # AKEBRK-35R-SA and Left Hand # AKEBRK-35L-SA may be a fit for your 2016 Heartland Mallard M32 though you do need to ensure you have the correct weight capacity, drum size and brake mounting flange.
However, since you referenced a part number for brakes that fit trailers for axles before 2009, you may be talking about a kit from Dexter for 4,400 lb axles. Since you have a 2016 trailer they would not fit, you may need the Dexter Nev-R-Adjust Electric Trailer Brake Kit - 10" - Left and Right Hand Assemblies - 4.4K # K23-478-479.
Both the 4,400 lb and 3,500 lb assemblies will fit in 10" drums; additionally they do require you have a 4-bolt brake mounting flange.
Additionally you will need the Mounting Hardware for 10" Single Brake Assembly # BRKH10BS for the 3,500 lb brake assemblies. The 4,400 lb Dexter assemblies come with mounting hardware so you would not need it for those brakes.
