Safe Highway Speed for Motorcycle Trailer

I have a motorcycle trailer, three rails with load range c tires. What’s a safe highway speed I can maintain on a cross country drive?

A trailer's max speed is typically dictated by the particular tires you have installed. There should be a maximum speed listed right on the tire's sidewall itself indicated with a letter. If a speed rating isn't listed then it has a max speed of 65 mph, which is the case for the Kenda # AM10004 that you were looking at. If you can tell me what size and model Load Range C tires you have I will be happy to try and verify this.
As long as you stay within both the tire's limits and local laws I recommend simply traveling at a speed that you feel comfortable with. A lot of times it's a more enjoyable experience to simply take a bit slower when pulling a trailer behind you but this is all dependent on exactly the type of weight you're hauling, how it's loaded, capabilities of your tow vehicle, etc.
