Can you tell me if dexter 8-247 axles are never adjust or Manual adjust brakes?

The Dexter part number 8-247 is our part # 8-247-50UC3-EZ which is just the hub/drum assembly and not the brake assemblies. So for a set of Nev-R-Adjust brake assemblies that will fit this hub and work well you'd want the part # 23-468-469 and you'd be set!
