Hi there: I have the Ebike Red Rover about 65 or 70 lb, Can this Hollywood Racks Trail Rider 2 Bikes 1-1/4/ 2 inch Hitches Frame Mount work? Thanks

There is a bike rack that will be perfect for your needs, but the Hollywood Racks Trail Rider # HR200Z you asked about only has a weight capacity of 45 lbs per bike, so it would not work for your 65 lb to 70 lb Red Rover E-Bike.
A high-quality option is the Swagman E-Spec 2-Electric Bike Platform Rack - 2" Hitches # S94FR which has a 70 lb per bike capacity, has a hitch lock to secure the rack to your hitch and ratcheting hooks which are also locking to help secure your e-bike to the rack and protect your investment. This rack will work with tires up to 3" wide so if you have tires that are between 3" and 5" wide you would simply need to add the Fat Tire Adapter Kit for Swagman # S64679.
