It looks like you are in search for a hitch-mounted motorcycle carrier that will work on your 2014 Jeep Wrangler without interfering with the rear mounted spare tire. This is going to depend a lot on the handlebar width of your bike (which should be its widest point) but the best option we have available in terms of clearance is going to be with the Ultra-Fab Dirt Bike Carrier # UF48-979033.

On this particular carrier there is a distance of 19 inches from the center of the hitch pin hole to the center of the mounting tray. If we subtract the 12 inch measurement you took to the outside edge of the spare it leaves 7 inches of clearance between the center of the tray and the tire. So if you take half of the total width on your bike's handlebars and it is less than 7 inches there shouldn't be any interference between it and the spare when mounted to this carrier.

The carrier features a 5 inch wide track and can handle a bike that weighs up to 500 pounds. I have attached a short video demonstration that you can check out as well.
