The difference between the Pack'em Ladder Rack # PK-28WL2-BMH and # PK-28WL2-BM has to do with the specific tower kit that is included with each set.
The Pack'em Ladder Rack # PK-28WL2-BMH includes the Tower Kit # PK-BMH which is made of heavier gauge steel for more heavy-duty applications on an open trailer. They are simply designed to hold more weight. The Pack'em Ladder Rack # PK-28WL2-BM on the other hand includes the Tower Kit # PK-BM which is a lighter-duty set that's more designed to be mounted in an enclosed trailer.
Other than the towers themselves everything else for the 2 kits is the same. I have attached a couple short video demonstrations that you can check out as well.
