Where on Axle Should Spring Seats Be Welded On

Hi Folks, I received your 2 3/8 dia axles that I need to weld the spring saddles in place. My question is the tubes are bent to account for loading so the wheels run true. Does the axle bend go up or down?

The bend in an axle (the top of the arch) should be at the top of the axle so that as the trailer load is placed on the axle it flattens out. The spring seats # TRSS238 should be welded to the underside as shown in the linked diagram.
