Yes it does! The Hopkins Plug-In Simple Vehicle Wiring Harness with 4-Pole Connector # HM11141150 will fit and work on your 2017 Chevy Traverse without the factory towing package. To install it you simply plug it into connection points behind your tail lights and run a hot lead to your battery and you'll have a working 4-way to power your trailer lights. I have added a link to a video of this connector being installed on a Traverse for you to take a look at as well as a link to the written instructions.
To mount it you can use the Hopkins Fold-Over Mounting Bracket for 4-Way Flat Trailer Connector # HM48595 and it will attach directly to your trailer hitch. For that I recommend the Draw-Tite # 75528 because it has an impressive 750 lb tongue weight capacity (the highest among all trailer hitches that fit your '17 Traverse) which speaks to its strength, as well as a 5,000 lb towing capacity. The hitch also has at attachment which allows you to mount Connector # HM11141150 with Bracket # HM48595.
