Can it support a 50lb E Bike?

I do have a great option for you, however the Swagman XTC-2 2-Bike Platform Rack # S64670 referenced in your question cannot safely support a 50-pound e-bike. While this rack as a whole can support up to 70 pounds total with 2 bikes, it is limited to 35 pounds per bike as this is the maximum weight the individual wheel hoops can handle.

For a Swagman platform rack that can easily support your 50-pound bike I recommend taking a look at the Kuat # KU84FR. This heavy-duty carrier can handle two bikes that weigh up to 60 pounds each and it holds bikes securely by the wheels without any frame contact. A bike and hitch lock are also included to help protect your investments so these would not need to be purchased separately. It is designed to fit 2-inch hitch receivers and it even tilts with the bikes loaded to give access to the cargo area of your vehicle.
