The bumper mounted Curt Trailer Hitch # E-3S is not a vehicle-specific hitch and is designed to install on vehicles with step bumpers that have mounting holes the same as in the accompanying photo.
If your Explorer does not have those mounting dimensions there are trailer hitches that will fit. I recommend checking out the Draw-Tite # 75096 because it is a bolt-on installation that does not require drilling into your Explorer's frame and because of Draw-Tite's strong reputation for making high-quality trailer hitches.
