looking at the above fender for 13 inch tires with a back. is the 7 3/4 inch width the biggest width you have available ?

The etrailer Steel Trailer Fender with Backing Plate # HP79VR is 7-3/4-inches wide as you noted.

The similar fender # HP36VR also has a backing plate and is 9-inches wide, but please note it is also longer and taller. Overall dimensions are 9 Wide x 32 long x 15 tall and this weld-on fender is typically used with 14-inch and 15-inch wheels.

Usually fenders like the #HP79VR mount with L-brackets like the part #CE26098G-2. Some people do mount these with hardware through the backing plates though too.
