will this cargo hitch carrier block the rear view of the tail lights of our honda civic hybrid? thankyou.

First, in order to use the Carpod Cargo Carrier, # M2200-01-02, you would need to have a Class III trailer hitch. The trailer hitches available for the Honda Civic are Class I trailer hitches with a 1-1/4 inch receiver. You can only use accessories rated for use with a Class I trailer hitch. Class II or higher accessories will physically not fit in a Class I hitch.
We have several carriers designed for use with a Class I trailer hitch and I have included a link to them for you. I recommend the Reese Carrier, # 63155. I have included a link to a video review of the carrier for you.
You could then add a cargo bag like # e98990 to sit in the carrier. This is the next best thing to an enclosed cargo carrier. To allow the light kit to work, the Civic will need to have trailer wiring if it does not already. Depending on the year there are different trailer wiring harnesses available and I would be happy to make a recommendation if you can give me the year of your Civic.
Please check the tongue weight on your hitch so that you do not exceed limit. The # 63155 weighs 44 pounds.
