Does can this come with a fixed shank? Folding shank is pictured in images.

Casey, the shank for the 24x60 etrailer Enclosed Cargo Carrier for 2" Hitches # e54VV is fixed, but the end portion that the cargo carrier attaches isn't so it can be tilted down.
