To remove the cover on the Optronics RV Interior Dome Light # RVIL21 you just need to slide the cover away from the end with the switch. I have attached a short review video where this is done.
Once removed simply use a 921 bulb, or the LED # DI48VR, as a replacement.
If you are talking about an interior light on your 2013 Subaru Outback Wagon then I wouldn't know how to remove the cover unless it is the same product as the # RVIL21 that you initially referenced.
