Question:

I want to secure the connection of this extensin to my hitch receiver by using a anti rattle threaded hitch pinand lock. If so, would the thule snugtite pinandlock work with it ?

The Blue Ox Hitch Extender for Tow Bars - 2" Hitches - 12" Extension # BX88264 has a solid shank at the trailer hitch receiver end that is not threaded, so you would need to use a hitch pin lock like # e98880 on that end and then for an anti-rattle you will need an external device like # BX88224 for the best stabilization or # RM-061 for a more economical option.

The opposite end with the receiver opening can use the Thule Snug Tite Hitch Lock and Anti-Rattle Device # THSTL2 if you are looking to use a Thule bike rack. This Thule pin is only compatible with Thule products. If you want a general anti-rattle and locking hitch pin I recommend the Lets Go Aero Anti-Rattle Trailer Hitch Receiver Lock for 2" Hitches # 63232 which is compatible with any non-threaded hollow accessory like a ball mount or cargo carrier for example.
