I haul a 5th wheel with my truck. Can I turn this up against the cab with the wheel turned at a 45 greed angle. Any suggestions?

I do not think that would work. For your 2001 Ford Super Duty truck your best option for carrying a bike will be a roof rack and bike rack since you will be towing a fifth wheel hitch. The part # INRT201 is not going to work while towing a fifth wheel trailer.
For a roof rack the Rola part # R5007 is a confirmed fit and will let you carry a bike rack like the Thule UpRide part # TH599000.
