Question:
i am having a hard time backing up my ziemen dual axel boat trailer. if so much as a pebble gets in the way of one of the tires the surge brake engages. i have to put that little device in the slot on tongue of trailer all the time even though i am on lever surface. thanks

If your trailer surge coupler uses a lockout key to allow reversing then it is operating normally. Some Titan brand couplers use this type of key-operated manual lockout. Inserting the key is required for these couplers even on level ground.
If not, then it is possible that the shock inside your surge actuator may be malfunctioning. The shock serves to return the surge coupler to its extended "brakes off" position unless there is plenty of force on it from your reversing the tow vehicle. If the shock is bad the only thing that will stop the brakes from remaining engaged is you pulling forward.
We carry a number of replacement shocks for surge couplers from Demco, Titan and Toledo that you can see on the linked page. Part # T1242600 is the shock for several popular Titan couplers, their model 6 and model 10.
Your actuator should have some brand and model information stamped into it but if not you can find the trailer's VIN and contact the manufacturer for help identifying what brand and model of coupler you have.
