There are no hitch adapters that offer just rise for a 1-1/4" hitch. What bike rack do you have? If it is one we carry we may be able to find you something to convert it to a 2" rack, or there is also the possibility of a new rack with a shank that has rise. If you let me know what rack you have I may be able to find a solution for you.

You can convert a Kuat Sherpa 2.0 like # SH12G to work with a 2" receiver by adding Kuat Bike Rack Shank Adapter - 1-1/4" to 2" # D101. With that you can potentially use the Hitch Adapter 1-1/4" to 2" Trailer Hitch Receiver with 5" Rise # HT5R, but you are going to need to measure from the hitch pin hole on your '17 Legacy to the rear of your bumper and that distance will need to be less than 3-5/8" in order for the receiver on the adapter to clear your bumper. Also keep in mind that any adapter is going to reduce the tongue weight of your hitch by 50 percent. For example, if your tongue weight was 300 lbs, then the max your bike rack and loaded bikes could weigh is 150 lbs.
