Installed this on my Truck and the break lights and running lights work but no turn signals.

If the brake lights and running lights work on your trailer but not the turn signals then I don't think the issue is with the Curt T-Connector # C55379 on your 1996 Toyota Tacoma. I think it is on your trailer. Nevertheless you can still verify that the Curt T-Connector is working properly by using a circuit tester # PTW2992 to test the various light functions.
The running lights will be on the brown wire while the green will carry the right turn/stop and the yellow will carry the left turn/stop.
Most likely what you have is a bad ground on your trailer somewhere. This can be on the main ground or any of your lights as well. Check to make sure that all of your grounds are securely connected to a clean, bare-metal surface and they are not damaged. This should fix your problem.
