Which Hitch Pin Hole Does J-Pin Style Anti Rattle Device Insert Through for Hitch

Question:

I just purchased the Carpod m2200. I cannot a Jpin through the Carpod shank via the Draw-tite hitch receiver. The shank has 2 small holes but cannot fit my Tow ready 5/8 j pin. The shank has another larger hole for j pin to fit but not on the other side of the shank for the j pin to through to fasten down and to secure the shank to the hitch receiver. Is this a design flaw or manufacture error?

With J-pin style hitch stabilizers like the discontinued part # 63201 they are designed to go through the hitch and shank with the larger hole and then the j portion comes around and locks into the smaller hole. It almost sounds like you are trying fit the pin lock through the smaller hole instead which wouldn't be possible. See picture I attached plus review video.
