The Curt Trailer Hitch Receiver - Class III - 2" # C13392 is a fit for your 2018 Jeep JL Wrangler Unlimited Rubicon. It will work very well for a bike rack and snowboard/skis. If you don't already have the bike rack, I recommend the Thule Hitching Post Pro - Folding Tilting 4 Bike Rack w Anti-Sway # TH934XTR. This rack will give clearance for your spare tire and tilts so you can access your cargo when bikes are unloaded.

I recommend the Thule Snug Tite Hitch Lock and Anti-Rattle Device # THSTL2 to secure your bike rack to your hitch and also the cable lock # e98891 to secure your bikes to the rack.

Then for your skis and snowboards I recommend the Thule Tram Ski and Snowboard Carrier Adapter for Hitch-Mounted Bike Racks # TH9033 which will work well with this bike rack. The cable lock will secure it to your bike rack to deter theft.
