The exact measurements you are seeking are not easy to find. We don't have anything that I am aware of that is exact, so if precision to your measurements is important, you may need to custom make something.

I recommend the Replacement Rubber Chain Straps for Yakima Bike Racks with Anti-Sway Cradles (QTY 2) # Y02412 which is 9 inches long and has 1/2 inch holes for a possible option. Another possible option is # 853-7803 which is 11-3/8 inches long with 1/2 inch holes. The Swagman # P308 may be too long for you with a 12 inch length and the same 1/2 inch diameter holes.
